Why "Ya Hayee Ya Qaum"?

Dua for the first Ashra of Ramzaan is

Now the question is what is the wisdom behind "Hayee and Qayum" and why not "Rehman and Rheem"? I m sure there must be But I DO NOT know about it and just want to know about it.
